Equity and efficiency in education funding are sometimes seen as opposing goals. In practice, however, efficiency gains can emerge when equity is placed at the centre of financing strategies. By leveraging innovative financing mechanisms and context-sensitive policy design, systems can channel resources toward the learners who need them most.

This debate will explore ways to refocus financing for improved learning equity in education, from targeted allocation measures to SMART spending in education, reviewing existing evidence and lessons learned from experience.
